The Advocacy Resource Center (ARC) was created in 1997 as a partnership between the AMA and state medical associations. The ARC's mission is to enhance and advance the collective state legislative advocacy efforts of organized medicine. All state medical associations are members of the ARC.
The ARC coordinates the AMA’s state-level public advocacy agenda, both legislative and regulatory. These issues include state health system reform, preserving Medicaid budgets, fair and transparent private payer protection, scope of practice issues, medical liability reform, truth in advertising by all health care providers, and public health improvement. The ARC is staffed by governmental affairs attorneys with specific issue expertise.

The ARC influences state policymaking by partnering with the Federation of Medicine—the state, county, and specialty medical societies represented in the AMA House of Delegates—to advance a proactive, coordinated, and comprehensive state advocacy agenda. Upon request, the ARC attorneys provide medical societies, lawmakers and policymakers targeted support by aiding in legislative/regulatory drafting, crafting model legislation, testifying before legislative and regulatory committees and meeting with legislators and regulators on priority issues. The ARC also tracks comprehensive state legislation information, including real-time legislative developments, bill status, sponsors and amendments.

The ARC also supports the Federation by the development of legislative toolkits, which are distributed to states for implementation. These legislative resources include model legislative language; model talking points, testimony, and white papers; model communications materials; and analysis of state laws and legislative approaches; and legal and economic analyses.

Together with the Federation of Medicine, the AMA Advocacy Resource Center, works across the country, state by state, on important issues that affect physicians daily practice of medicine.
Interested students should submit a resume and cover letter directly to the Advocacy Resource Center to the attention of Kristin Schleiter
atKristin.Schleiter@ama-assn.org.

Private Sector Advocacy
Private Sector Advocacy’s primary objective is to achieve managed care reforms for physicians and patients by developing and promoting AMA initiatives and activities in coordination with the Federation.

The focuses of Private Sector Advocacy are:

• Ranking and profiles;
• Fair contracting;
• Accurate payment;
• Practice efficiency (administrative simplification in particular); and
• Defensible fee schedules.

The Private Sector Advocacy unit encourages AMA members to contact us with issues, which we address both on an individual level and on a higher level with the health insurer and alongside state and county medical associations and national medical specialty societies (what we refer to as the “Federation of Medicine”).

Private Sector Advocacy’s work includes:

• Challenging unfair health insurer business practices
• Monitoring and rapidly responding to marketplace developments and emerging trends
• Developing education tools for physicians
• Working with the Federation to identify and address private sector issues that impact patients and physicians

Externs will help with the development of AMA model contract, regulations that govern the relationship between health insurers and their contracted physicians.  Externs will continue with research on state laws and regulations governing the contractual relationships between physicians and health insurers.  The extern will be required to provide input in the drafting of several short explanatory documents that will be appendices to the model contract which will be released to the public.

Interested students should submit their applications directly to Private Sector Advocacy to the attention of Wes Cleveland at wes.cleveland@ama-assn.org.
