Biography
My law practice has comprised civil litigation in many forms and in both private law firm and in-house settings. Early on I focused on commercial litigation (including arbitration) and antitrust at the trial and appellate levels. Over time I focused more on regulatory litigation, including telecommunications (telephone and cable TV), petroleum and natural gas as well as electric utilities. Beginning in 1996 I was chief regulatory counsel with AT&T in the central region headquartered in Chicago. Over the past few years I have taught courses on telecommunications and on regulation generally (transportation, energy, communications, and finance) at Northwestern University, both in the law school and at the undergraduate and graduate levels. Previously I taught in the Law and Communications program at the University of Colorado.
