Elaine Zacharakis Loumbas

Elaine Zacharakis Loumbas is an attorney who specializes in corporate and regulatory health matters. Over the past 15 years, Elaine has represented the full spectrum of health care entities, including health insurance companies, managed care organizations, hospitals, physicians, home health organizations, ambulatory surgery centers, pharmaceutical and medical device companies, pharmacy benefit managers and disease management organizations.
Since 2004, Elaine has been an adjunct professor at the Beazley Institute for Health Law at Loyola Law School. There she has taught the following courses: Corporate Transactions in Health Law, HIPAA & Health Care Privacy, Regulation of Pharmaceuticals and Medical Devices, as well as the health law LLM and MJ thesis seminars. She also taught an on-line seminar at the University of Illinois at Chicago School of Public Health entitled: Legal and Ethical Issues in PHI.
Prior to starting her own firm and teaching law school, Elaine was an attorney with the law firm of Gardner, Carton & Douglas (now Drinker, Biddle & Reath) and in house counsel with Baxter Healthcare Corporation. At Gardner Carton, Elaine specialized in health care regulatory, corporate transactional and intellectual property matters. She worked on hospitals mergers and physician joint ventures, health information technology matters, advising clients on health care regulatory compliance issues such as Stark, the Anti-kickback Statute, HIPAA and other state and federal health care laws and regulations. At Baxter, Elaine was the general counsel for a disease management subsidiary of Baxter Health Corporation where she handled all of their corporate, regulatory and contract work, in addition to serving on the senior management team. She also was a member of Baxter’s global privacy team and helped to develop policies and procedures for HIPAA compliance through out the organization.
Elaine received her law degree from Notre Dame Law School and her undergraduate degree in industrial engineering from Columbia University's School of Engineering & Applied Science. She is admitted to practice law in Illinois and New York.
