Yana Karnaukhov works for the U.S. Department of Housing and Urban Development, Office of Fair Housing and Equal Opportunity, where she handles matters related to investigations of potential violations under Title VIII of the Civil Rights Act of 1968, as amended, Title VI of the Civil Rights Act of 1964, Section 504 of the Rehabilitation Act of 1973, Title II of the Americans with Disabilities Act, and other related statutes. She also serves as the Region V expert for HUD on its Equal Access in Housing Regardless of Sexual Orientation or Gender Identity rule. In this role, she regularly provides trainings for HUD staff and presents at professional conferences throughout the Midwest. She is a recipient of a 2014 HUD Secretary's Award for her work in this area.
Yana has also served as a Special Assistant U.S. Attorney at the U.S. Attorney's Office in the Northern District of Illinois, where she litigated fair housing and ADA related matters. She has also completed a detail as an attorney-detailee at the Consumer Federal Protection Bureau with the Office of Fair Lending and Equal Opportunity where she worked on Equal Credit Opportunity Act and Regulation B matters. Yana is a summa cum laude graduate of Loyola University Chicago, where she earned a Bachelor of Business Administration. She is also a graduate of Northwestern University School of Law, where she earned her Juris Doctorate and was recognized as a public service star for her volunteer work. While at Northwestern, Yana served as a federal judicial extern for the Honorable Matthew Kennelly in the Northern District of Illinois. Yana also externed for the U.S. Securities and Exchange Commission in Chicago. She volunteered as a certified mediator with the Center on Conflict Resolution and mediated cases at the Cook County Circuit Court. She was also a senior law student at the Northwestern Center on Wrongful Convictions (CWC) and volunteered for First Defense Legal Aid. Currently, she is still involved with the CWC by serving on its Justice Council.
Yana also serves as a Financial Industry Regulatory Authority’s (FINRA) arbitrator and as a Director of the Chicago Bar Association’s Young Lawyers Section. She is also involved with several committees which promote social justice, such as the Equal Access to Justice Medical Legal Partnerships Committee. Yana is fluent in Hebrew and Russian.
