About

Jennifer Koehler serves as Chief Executive Officer for J. Koehler Consulting, LLC.  At her consulting firm, Jennifer advises corporate, non-profit, and public-sector clients on various policy issues, with a focus on healthcare challenges.  Jennifer develops legislative, advocacy, and communications tactics for solutions at the state and local levels of government.

Prior to starting her own firm, Jennifer served in various roles within the government for 17 years.  Most recently, Jennifer served as the Executive Director for the Illinois Health Insurance Marketplace, Get Covered Illinois.  In this role, Jennifer implemented and managed Get Covered Illinois’ consumer assistance program.  Notably, she directed all education and enrollment functions which led to 900,000 consumers enrolling in the Marketplace.  Jennifer’s government service also includes serving as Chief of Staff for the Office of Legislative Affairs and as Deputy General Counsel to Governor Pat Quinn. 

Jennifer has served on numerous boards throughout her career.  Currently she serves as a Board Member for the Cook County Juvenile Detention Center Foundation and as a Board Member for the non-profit Access to Care.
