Andrea Flynn

Deputy Director, Cook County’s Risk Management Department

Andrea Flynn is the Deputy Director of Cook County’s Risk Management Department. She assists in the planning and administration of Cook County’s Employee Benefits, Workers' Compensation and General Liability for Cook County’s 22,000 employees.  She also manages a $400 million annual operating budget.  Prior to working at Cook County, Andrea was an attorney at Allstate Insurance Company.  At Allstate, she led complex internal investigations involving fraud, retaliation, sexual harassment, conflict of interest and integrity-related violations of company policy.  Additionally, Andrea is an adjunct professor at DePaul College of Law.  

Andrea is also committed to civic and public engagement.  Andrea is a member of DePaul College of Law’s Alumni Engagement Board and co-chair of its Career Development Committee.  Andrea is a board member of St. Edmund’s Redevelopment Corporation and serves as vice president. St. Edmund’s Redevelopment Corporation has facilitated the investment of over $106 million and developed 731 housing units in 34 buildings in Washington Park and Woodlawn.   Andrea also serves on the Bishops and Trustee Committee of the Episcopal Diocese of Chicago.   

Andrea received her Bachelor of Arts Degree in Rhetoric and Communication Studies from the University of Virginia and her Juris Doctor from DePaul College of Law.  In 2015, she was selected as an IMPACT fellow through the Chicago Urban League and the University of Chicago.  Andrea is a member of Delta Sigma Theta Sorority, Inc. and the Black Women Lawyers’ Association of Greater Chicago.
