Annals of Health Law.
Created in 1984 as an academic forum to study the burgeoning area of
health law and to foster a dialogue between the legal and health care
professions, the Beazley Institute for Health Law and Policy continues to
enjoy a strong national reputation and leadership role in several emerging
areas. Directed by Larry Singer and Assistant Director Megan Bess, the
institute provides practical knowledge and skills for rewarding careers in
every segment of this dynamic field.
Last year’s highlights
The Beazley Institute’s distance learning programs set a new record for online
enrollment, reaching 300 students this past year. The institute hosted the Third Annual
L. Edward Bryant Jr. National Health Law Transactional Competition, at which 15 law
student teams from across the country presented their analyses of a simulated health
care business opportunity to panels of judges. The Sixth Annual Symposium on Access
to Health Care, “Comparing Universal Coverage Efforts and Expanding Access to Health
Care,” drew scholars from around the world to compare health care coverage approaches
in the US, China, Mexico, and the Netherlands. A record 22 students were selected as
health law fellows and scholars, and Loyola health law students were national champions
in the National Health Law Moot Court Competition and the Second Annual Health Law
Regulatory and Compliance Competition. (Read about Health Justice Project successes

Faculty excellence
Director Larry Singer presented his upcoming paper, “Achieving Quality at Health
Care Safety Nets,” at the American Society of Law, Medicine & Ethics Health Law
Professors Conference. He spoke on health care reform for the Illinois Bar Association
and the National Conference of State Legislatures and on “Social Accountability and
Long-Term Care” for the Not-for-Profit Leadership Cabinet. Nadia Sawicki, who specializes
in health law and bioethics, has two works in progress, “Strong of Spirit, Weak of Will: A
Virtue Ethics Account of Conscience Claims” and “Ethical Limitations on the State’s Use of
a Rational Persuasion,” which have been featured at the University of Chicago Conference
on Medicine and Religion; the American Society of Law, Medicine, & Ethics; the Midwest
Political Science Association; and the highly selective Wake Forest Junior Faculty
Workshop. Sawicki was a scholar in residence last fall with the American Bar Foundation.
John Blum, Loyola’s John J. Waldron Research Professor, maintains an international
presence, speaking on the Affordable Care Act at the Inter-american University School of
Law Seventh Bi-Annual Health Law Conference, on health reform and complementary
medicine at the annual meeting of the New Mexico Public Health Association on Health
Reform, and on state law developments in telemedicine at meetings of the American
Telemedicine Association and the National Conference of State Legislatures. Blum was
reappointed vice chair of the American Bar Association Healthcare Policy Task Force and
serves on the advisory board of the Bloomberg BNA

What’s next
On November 15, the Beazley Institute for Health Law and Policy and
Annals of Health
Law
are hosting the Seventh Annual Symposium on Access to Health Care,
Scope of
Practice and Access to Care.” The Beazley Institute is also hosting its first career month
in November, which will include a networking reception with American Health Lawyers
Association members and Loyola students. In January 2014, the Beazley Institute will
relaunch its two doctoral degree programs: The doctor of laws (DLaw) in health law
and doctor of juridical science (SJD) in health law will be offered as hybrid online and
on-campus degree programs.
