F&A/Fringe Rates

The university has signed a new facilities and administrative cost rate agreement on February 19, 2013 with the Department of Health and Human Services, representing the federal government. The new rates are effective for the period July 1, 2012, through June 30, 2016, and provisionally thereafter until further notice.

The rates are:

43% MTDC for On Campus Research at Lakeside Campuses

51% MTDC for On Campus Research at Maywood

50% MTDC for On Campus Instruction (Training), all campuses
30% MTDC for On Campus Other Sponsored Activities, all campuses

26% MTDC for all Off Campus activities (i.e., where more than 50% of the work is conducted in non-university-owned rented facilities)

MTDC is modified total direct costs, which includes all direct costs except: equipment (i.e., articles of nonexpendable, tangible personal property having a useful life of more than one year and an acquisition cost of $5,000 or more per unit), capital expenditures (e.g., for buildings), student tuition remission, patient care costs, rental costs of off-site facilities, scholarships and fellowships, graduate student fringe benefits, and the portion of each individual subcontract (including years of continuation) in excess of $25,000.

Grant Fringe Benefit Rates may be found here. Fringe benefit rates are to be applied to the salary amount for the employee(s) listed in the grant budget. Note that post-doc fringe benefit rates are the same as for faculty.

NOTE: If personnel costs are to be cost shared, then the applicable fringe benefit rates to be used in the cost share budget are the university’s “Operating Rates” (not the “Grant Rates”) found here.

There are no fringe benefit costs for undergraduate students.

The above rates should be used on all proposals, effective immediately. The Associate Provost for Research or authorized designee must approve the use of any F&A rate that is lower than the negotiated rates or uses a base other than MTDC. If you have questions, please contact the Office of Research Services at 773 508-2471.
