Department's Mission


The mission of the Loyola University Department of Campus Safety is to promote and maintain a safe and secure environment in which the University's educational mission can be successful. This department contributes to the University's mission through non-intrusive safety procedures that promote the intellectual, social, spiritual, physical and recreational aspects of students' lives. The Department's crime prevention and security programs nurture the personal growth of the students outside the classroom with the goal of assisting students to develop into responsible citizens consistent with the teachings and traditions of Loyola University. The Department's contract with the University community cultivates mutual trust and encourages members of the Loyola community to share in the responsibility of reducing the opportunity for criminal activity. We strive to attain the highest degree of ethical behavior and professional conduct at all times.


The mission of every member of this Department is to affirmatively promote and provide quality services to the University Community. This mission is a commitment to quality performance from all members of this Department. The mission provides the foundation upon which all operational decisions and organizational directives are based. Directives include rules, regulations, policies, operating procedures and practices. All members are expected to work consistently in a quality manner in the performance of their duties, job responsibilities and work tasks associated with this mission. Members pledge to support the Constitution of the United States, the laws of the State of Illinois, and the rules and regulations of Loyola University Chicago.


Our vision is to become a nationally recognized leader among university public safety organizations. We will increase our profile as an integral part of the University, earning and maintaining the trust of all members of the University community. We will work in partnership with all members of the University community and outside agencies to provide quality services in all areas of public safety.

The Department of Campus Safety is committed to the safety and well being of its community. To help us fulfill our mission statement, we have expanded our crime preventing services to include Community Oriented Policing (C.O.P.)

Community Oriented Policing (C.O.P) consists of three principal components, community partnership, problem solving and change management. Community policing seeks to build a strong relationship between the police, local government, and the community it serves. Through a collaborative effort, criminal activity and quality of life issues are identified by examining the characteristics of problems and applying appropriate problem-solving remedies. The success of any community-policing program relies on management support. The Division of Student Development and the Department of Campus Safety are 100% committed to the success of this program.

The Community

Our community oriented policing program is designed to focuses on the resident hall community. The assigned patrol officer provides the bulk of the daily policing needs of that community.

Three Core Components

  1. Partnership:

    Campus Safety through the C.O.P. program seeks to establish and maintain an open line of communication and mutual trust with the community it serves. The assigned patrol officer provides localized coverage to the assigned focus area. Through a cooperative effort, acting together with students and staff members, they identify problems, define priorities and develop appropriate remedies. As an action team they strive toward making on campus living a safe and flourishing environment.

  2. Problem Solving:
    Problem solving identifies the specific concerns that effect the sense of well being of the community. These areas of concern then become priorities for joint police-community interventions. To minimize or elimination criminal opportunity is a central objective of this program. The Community Policing Consortium has developed the SARA model for achieving an effective problem solving technique.

    Scanning: reoccurring problems are identified through the observance of patterns and reports.

    Analysis: the targeted problem is analyzed for a fuller understanding of its causal factors. A critical factor of SARA is that remedies are based on facts and not guess work. Such elements as victim, offender and location, which make up the three sides of the crime triangle, play an important role in the analysis process. People and agencies are identified in relation to their ability to assist in problem solving objective. For example, if the problem involved poor lighting in a particular location, the Facilities Department would be contacted to correct the deficiency.

    Response: the causal factors having been identified, creative responses are then developed. The response addresses at minimum two sides of the crime triangle.

    Assessment: quantitative and qualitative data is collected so that an analysis of the response can be accessed for its corrective effect. If the action taken is effective, then it remains in effect. If it is found to be ineffectual then a new response is developed. 

  3. Change Management 
    Effective community partnership and problem solving requires the adoption of a flexible style of management. Community policing values the role of the patrol officer as an individual who must show initiative and decision-making skills; therefore responsibility flows downward within the police organization. The community officer becomes responsible for managing the delivery of services to their assigned community and everything of a policing nature belongs to that officer. With this responsibility comes a wide-ranging discretionary and decision-making power. Under community policing, the officer is given broader freedom to decide what should be done and how it should be done in their community. The officer assigned to a particular community is believed to have a better understanding of the strengths and weakness of their community and is therefore in a better position to formulate effective solutions to local problems.
